The idea of a trade preference system among the organization of the Islamic countries (TPS/OIC) evolved from the general agreement of the economic, technical and commercial cooperation among members of the OIC. In addition, its principles were inspired from the Mecca Declaration and the economic cooperation plan among the member countries that was endorsed before the third Islamic summit in 1981. currently, the member stated are discussing the rules of origin attached to the preferential agreement.
the parties to the agreement have finalized the rules of origin negotiations . five members have signed the finalized protocol of rules of origin. those countries are : Turkey, United Arab of Emirates , Guinea, Tunisia, and Jordan . other members are currently finishing procedures for signing the said protocol. In addition five countries have ratified the PRETAS , these countries are : Turkey, Pakistan , Jordan , Malaysia, and Syria . However, there must be at least ten countries ratified the protocol in order for the agreement to come into force.
And it is worth mentioning that Ministers of the Islamic countries have decided that the agreement will enter into force in the beginning of year 2009.
