Schedules of Commitments
As part of its membership in the WTO, Egypt submitted a schedule of commitments in goods and a schedule of commitments in services. Egypt’s goods commitments provide conditions for market access to other WTO members for both agricultural and non-agricultural products, as well as subsidy-related commitments in agriculture. During the Uruguay Round of negotiations (1986-1994), prospective members were required to bind all agricultural products but were not required to bind all non-agricultural products. In 2003 Egypt became a signatory to the Information Technology Agreement, committing to eliminating tariffs on all IT goods by 2007. As part of the Uruguay Round, Egypt also submitted a schedule of services commitments, which provides conditions for market access and national treatment in four modes of supply, i.e., cross-border supply, consumption abroad, commercial presence, and movement of natural persons. Egypt’s initial services commitments covered construction and related engineering services, tourism and travel related services, financial services, and international maritime transport. Financial services commitments were later amended and commitments in telecommunications were recently added. Doha negotiations will result in new schedules in agriculture, non-agriculture products, and services. Those will be posted as soon as the negotiations are completed.
